Call for consultants: AidWatch Report 2019 May 2019
In the framework of the preparation of the AidWatch Report 2019 CONCORD Europe is launching a call for external consultants. CONCORD publishes the annual AidWatch report on the quantity and quality of European aid; which is launched in countries across Europe and used to inform coordinated European lobby work to influence policy makers and hold governments to account on their aid pledges.
TIMELINE: The data gathering and report writing should be carried out between mid of June 2019 and mid October 2019, when a final draft of the report should be presented.
JOB DESCRIPTION: The main tasks of the assignment are as follows:
Preparation of the concept note for the AidWatch Report 2019 and questionnaire for quantitative and qualitative data collection from CONCORDs national platforms in consultation with the CONCORD HUB2 Task Force on AidWatch;
Coordination of the AidWatch national focal points throughout the process of the production of the AidWatch Report;
Analysis of the DAC OECD statistics (CRS) in general as well as on selected issues (imputed student costs, refugee costs, debt relief, tied aid, loans & grants) from 2010- 2018;
Draft a proposal as to how to include guarantees and technical assistance into the methodology to capture trends in blended finance
Drafting the overview chapter of the report including current political context and Financing for Development landscape surrounding ODA, graphs and tables (on the basis of the questionnaire data received from the National platforms), European Commission country page and incorporating comments from the consultation process;
Draft a thematic chapter on ODA role in Agenda 2030, with a special focus on Leaving No One behind.
Regular participation in teleconferences of the CONCORD Task Force on Aidwatch
Working with designer on the layout and presentation and communication of the report findings Report content and format for consultant to carry out: The primary purpose of the AidWatch Report 2019 is to hold the EU and member states to account for their commitments on aid quantity and quality as well as for focussing aid on poverty and inequality reduction to achieve 2030 Agenda for Sustainable Development. The AidWatch Report 2019 will focus on capturing the main ODA/FFD trends and the new ODA rules including the change to the grant equivalent method of OECD DAC within the context of AidWatchs method of inflated vs genuine aid. Format of the report
Overview chapter on the EU aid trends (drafted by AW consultant) o Including a introduction of the current FFD and development landscape
Thematic chapter on 2030 Agenda and the principal of Leaving No One Behind and how ODA in particular can contribute to them, compared to the general FFD landscape o include a desk review and a discussion on a proxy for LNOB

Candidate profile: Successful candidates for this post will respond as much as possible to the following profile: Essential
Experience of quantitative and quality data analysis (including use of OECD databases preferably)
Excellent English writing and editing skills; ability to write about complex issues in an engaging way
Excellent knowledge of EU Development Cooperation issues
Very good understanding and knowledge of the aid/development effectiveness agenda
Experience of coordinating and managing networks or multiple stakeholders would be an advantage. Desirable
Experience of working in the NGO environment and with complex multicultural networks Some experience in communication
